The Corrections Department is seeking an outstanding leader to become the new Director who is responsible for managing the operations and all aspects of the Department’s functions and activities.
The ideal Director of Corrections must have outstanding leadership qualities that will bring strength and credibility to the position and programs, as well as contributing strong management and oversight skills. The ideal candidate will bring five years of increasingly responsible experience in a correctional, criminal justice, or law enforcement agency including at least two years in a management or an administrative capacity. The salary range for this position is $119,600 - $144,206 and is currently under review by the County. Position Description: Under general administrative direction, administers the human resources program, coordinates the expediting of human resources transactions between the operating department and the Department of Human Resources; manages payroll and personnel functions; coordinates labor relations including grievance management; and performs related duties as required.
EXAMPLES OF DUTIES:
- Consults with and advises department management, supervisory personnel, employees and their representatives and others on the interpretation and application of the civil service provisions of the charter, related ordinances, civil service rules and regulations, Department of Human Resources policies, standards, procedures and other human resources issues.
- Coordinates with supervisory personnel in the assignment, reassignment, replacement and transfer of personnel, and other related in-service human resources activities.
- Coordinates with the Department of Human Resources in matters relating to expediting personnel transactions, recruitment, placement, employee evaluations, training programs and other human resources services and activities.
- Supervises the preparation of personnel documents and maintenance of personnel records; reviews and analyzes personnel records to determine cause of turnover and other related problems.
- Reviews and reports on the service of employees; investigates and reports on disciplinary charges against employees; investigates other related matters such as employee grievances, and staff reductions.
- May participate in conferences related to effective personal services, budgetary planning and overall operation of the departmental human resources program.
- Supervise and direct subordinate managers and staff in Research and Planning, Government Relations and Legislation, and Communications.
- Manage the process by which transmittals and reports to the Board of Supervisors are assigned, tracked, approved and submitted.
MINIMUM QUALIFICATIONS
1. Possession of a baccalaureate degree from an accredited university or college with major coursework in human resources, business or public administration, industrial psychology or a related field. Additional qualifying experience, as defined below, may be substituted for the required education to the maximum of one year (30 semester units/45 quarter units equal one year); AND
2. Five years of verified professional human resource experience, including two years in a human resource department performing duties which included significant assignments in the areas of labor relations, negotiations, grievances, employee discipline, personnel and/or payroll records, human resources policy and procedure interpretation and administration. These duties must be equivalent to those performed by a 1244 Senior Personnel Analyst in the City and County of San Francisco.
ADDITIONAL DESIRED SKILLS AND QUALIFICATIONS
- Demonstrated knowledge of the principles and methods used in modern human resources administration, particularly those applicable to public agencies;
- Demonstrated knowledge of the principles of organizational management, and human relations;
- Demonstrated knowledge of the application of computer science to human resources administration;
- Demonstrated knowledge of the various federal, state and local provisions applicable to a departmental human resources programs.

Work Environment and Duties:
Group Counselors work at a 24-hour facility, supervising detained minors. Duties include, but are not limited to:
- Supervising the conduct and behavior of minors; maintaining necessary order and discipline; and directing minors in constructive activities.
- Preparing daily behavior reports; attempting to modify antisocial behavior and assisting minors in adjusting to detention situations.
- Instructing and encouraging good manners, sportsmanship, and proper attitudes towards work, play, and citizenship; planning organized recreation and group activities and leisure time activities such as games, athletics, and crafts.
- Maintaining proper living standards and health habits through instruction on personal hygiene; maintaining effective security and safety procedures within the unit at all times and being constantly alert escape attempts.
- Preparing observation reports on detainee's attitude, behavior, appearance, interest, skills, progress, and needs; administering first aid when required; issuing and supervising taking of medication as directed by professional medical personnel.
- Keeping unit logs and other written information up to date; registering and storing personal belongings; searching for weapons and other contraband articles; checking for marks, bruises, and infections as required.
DEPUTY PROBATION OFFICER I/II
Salary Range $18.66 - 29.41 Hourly

Work Environment and Duties:
Deputy Probation Officers are an extension of the court and provide a wide range of services to the court and community. Duties of a Probation Officer include, but are not limited to:
- Supervising and assisting adult and juvenile probationers in the implementation of their conditions of probation, including maintaining contact and communications with probationers through home visits, office visits, correspondence, and telephone.
- Preparing reports to the court regarding probationers, including progress and adjustment; preparing and maintaining case history records and case evaluations.
- Providing aid and counsel to probationers in the resolution of adjustment and rehabilitation.
- Performing investigations of individuals and their offenses and evaluating pertinent behavioral, social, and personal information.
- Preparing court reports and making recommendations on the disposition of cases; representing the Department in court and testifying regarding cases.
- Promoting and supporting crime and delinquency prevention programs through involvement in community activities.
- Armed deputies supervise high-risk violent probationers, gang members, and other special caseloads which may involve participating in inter-agency law enforcement operations.
BENEFITS:
Vacation: 80 hours for 0-3 years; 120 hours for 4-9 years; 160 hours for 10 or more years.
Sick leave: 104 hours of paid sick leave per year, with no limit on accumulation.
Holidays: 12 paid holidays per year.
Medical, dental, and optical insurance: Several plans are available to permanent employees and their dependents. Riverside County contributes $568 toward premium costs and the difference between the County's contribution and the premium, if any, is paid to the employee.
Retirement: Public Employees Safety Retirement System (3% at 50). County employees pay the employees' contribution (9%) to PERS for the first five (5) years (10,400 hours) of continuous service, after which the entire 18% contribution is made by the County.
